Only one of the four approved casinos in Kansas has broken ground, but the three other eventual casino operators received a break on Thursday. The laws regarding slot machine vendors were relaxed to make it easier for casinos to obtain slots.

The laws in Kansas had the operators of Boot Hill Casino and Resort concerned that they would not be able to secure slot machines for the facility. The current laws would keep most vendors from doing business in the state.

On Thursday, however, Boot Hill and the other three casinos that will be built received a reprieve. Kansas Racing and Gaming Commission Executive Director Stephen Martino that would allow vendors to obtain a temporary permit to sell slots and other gaming equipment in Kansas.

In order to be approved for the temporary permit, a vendor must be approved already in Missouri, Iowa, Illinois, Indiana, and New Jersey. Once they show proof of those approvals, the commission would do a background check on everyone who owns at least five percent of the company.

The state law in Kansas requires that anyone who owns .5% of the company be subject to a background check. The Racing Commission has the right, however, to accept approvals from other states if they wish.

What the commission has done is a compromise of sorts. Instead of simply accepting the approvals from other states, they have also required their own background checks of five percent shareholders.
