On Tuesday night. lawmakers in the state of Florida though they were close to a gambling expansion deal. The House and the Senate had both conceded a little in their stances and an agreement seemed to be right around the corner.

Then the night turned to day and when Wednesday arrived, all progress that was made was quickly lost when the Senate decided to backtrack to their original stance, which was allowing the Seminole Indians full scale casino gambling.

"I know that may be receding a bit from our offer," said Senate negotiator J.D. Alexander, "But in discussions with leaders from the Seminole nation, if we want to be able to make real payments, we have to give them an opportunity to generate the dollars."

The House did not appear to be particularly fond of the Senate's new position, and they indicated that there may be no need for future talks on the issue. That would deal a major blow to the state.

"I will say that it appears the Senate, with all due respect, is moving backwards," said House negotiator Bill Galvano, "I'll look at your offer and let you know if it's necessary to meet further."

Alexander alluded to the fact that any deal that the Senate and House negotiated would have to be approved by the Seminoles. They have indicated that there is no possibility they could agree to $200 million a year payments with revenue sharing.
