Florida Senate Offers Seminoles A Gambling Ultimatum

Senators in Florida were unhappy last year when they worked to complete legislation that would allow for a gambling compact with the Seminole Indians and it was returned changed in many ways. Now, the Senate is again offering up a deal, along with a take it or leave it attitude.
The Senate Bill again allows the Seminoles expanded gambling at four of the tribe's seven casinos. It is similar to the proposal from last year, which, at the time, was changed by Governor Charlie Crist to include all seven casinos.
This time around, the Senate is playing hardball with both the governor and the tribe, insisting on language in the new legislation that keeps any changes from being made. Still, the Seminoles have been negotiating with members of the House, and they believe a deal is close.
Even Representative Bob Galvano admitted earlier this week that progress was being made. With lawmakers more knowledgeable about the issue this time around, it seems more likely a compact will be completed.
The major issue being debated is over exclusivity. The Seminoles want the only rights to blackjack and other table games in the state, and legislators want to reserve the right to expand gambling at pari-mutuel facilities if they choose to do so.
Late this past week, there were reports on a deal that was being discussed that would give the Seminoles exclusivity for several years, and then the state could opt out and still receive revenue from the Seminoles' slot operations.
Included in the Senate legislation is a lower tax rate for pari-mutuels on their gambling activity, and expanded hours and betting limits. That would help the pari-mutuels compete with the Seminole casinos.
