For decades, Indian tribe's across the US had enjoyed monopoly's on casino gambling. Many states offered no alternative to tribal casinos, and the tribe's, in turn, supported themselves with the millions of dollars in revenue that came from the casinos.

Now, however, there has been a shift in the stance of local government's when it comes to casinos. The economic recession has caused dozens of states to change their gaming laws, allowing new casinos. States such as Ohio and Maine had long been against casino gambling, but now are adding casinos because of the promise of revenue and jobs.

The expansion has left the Indian tribe's concerned that they cannot maintain their current business model in the future. The tribe's are being urged to broaden their businesses beyond simply cigarette sales and casino gambling. It will be difficult to do with current federal laws that are in place.

"Our nation has three casinos we do very well with," said Robert Porter, President of the Seneca Nation of Indians. "It's just too narrow for the future."

That opinion is echoed by many tribal officials across the US. The problem for the tribe's is that they have no base to branch out into other businesses, and any effort to do so will certainly come with some failures. There are tribe's that are not in a position financially to make that type of commitment to change.

Additionally, the federal government has made it difficult over the past several years for tribe's to gain federal recognition. That has caused a decline in casino growth, with tribe's unable to build casinos farther than a certain distance away from their reservations.

The Seneca's have been in an ongoing battle with the state of New York over one of their gaming facilities. At times, the legal battle has turned contentious, and it has led to animosity between the tribe and the state.
