Kansas Receives Three Casino Proposals For Sumner County

Back in 2007, Kansas lawmakers passed a law that allowed for four state-owned casinos in the state. Three years later, the Kansas Lottery Commission and potential developers are still trying to come to terms in several of the approved zones.

One of those zones is Sumner County. The latest deadline to submit applications to operate the Sumner casino was this past Thursday, and three proposals came in before the deadline. The Kansas Lottery will now review the applications and make a decision on which proposal to accept.

Once the Lottery decides on their choice, that proposal will then move on to the Lottery Gaming Facility Review Board. If approved by the Board, the Kansas Racing & Gaming Commission will get the final say in whether or not to approve the casino operator.

Harrah's Sumner Investment Co. has offered up two possible sites for a new casino. The two sites are both in or in the surrounding area of Mulvane. Peninsula Gaming Partners proposed a casino at the Mulvane exit on the Turnpike, and Global Gaming would like to build a casino on the Wellington exit of the Turnpike.

Kansas had a rough time securing bids to run the casinos the first time around. Three of the four original developers chosen pulled out of their deals. The economic conditions played a part in the developers' decision. The economic recession drove many casino developers to halt their plans for expansion in 2008 and 2009.

While Kansas has fumbled the opportunity to become a major player in the gaming industry in the Midwest, other states have expanded. When Kansas finally opens their other casinos, there will be heavy competition from neighboring states and from tribal casinos in Kansas.
