Monroe Casino a 2 Vote System
Ouachita Parish voters may be required to vote in two separate elections about bringing a riverboat casino to Monroe. Several weeks ago, Monroe officials speculated that parish voters would only be required to vote on whether to allow riverboat gambling on the Ouachita River within the city of Monroe if it is approved by the Legislature.
The officials believed a second bill designating a portion of the river as a navigable waterway, thereby allowing riverboat gambling, would only need approval of the Legislature. State officials and Ouachita Parish Police Jury attorney Jay Mitchell said last week, however, such a designation would have to be approved by parish voters.
Mitchell said he has begun working with officials in the Louisiana Attorney General's Office to clarify what the parish must do to hold elections on riverboat gambling. "There's no question the people would have to vote on the two propositions," Mitchell said. "The only question is whether we would have one election for each proposition or whether they could be voted on at the same time.
"Last month, city officials confirmed that the Downtown Economic Development District is looking at riverboat casino gambling as a part of its plan to revitalize Monroe's aging downtown.
