Online Gambling Needs a Serious Look
The casino trade association last week formally called on Congress to study the issue, for goodness sakes, before making any rash decisions ? like outlawing the activity. Lawmakers are seriously considering that option despite the discomforting realities that some of the world?s largest operators are publicly traded corporations and that cyber gambling is licensed, regulated and taxed by many nations, the U.K. among them. "Millions of Americans currently gamble online, and they will continue to do so," said association president Frank J. Fahrenkopf Jr. "A comprehensive study commission should take into account policy issues ranging from how best to protect children and problem gamblers to whether Internet gambling can be effectively legalized and regulated in the United States rather than leaving bettors to fend for themselves on illegal, unregulated offshore sites. "Such a commission could evaluate whether legalization, regulation and taxation ? on a state-option basis ? may be a more viable option than a complete ban on Internet gambling." Fahrenkopf added that Congress also should examine a recent ruling by the World Trade Organization holding that U.S. criminalization of offshore online gambling operations may violate international trade agreements.
