The Pennsylvania Gaming Control Board has been handing out fines for the past several years to casinos that have allowed underage gambling, and on Thursday, gaming regulators were at it again. This time it was Rivers Casino and The Meadows Racetrack and Casino hit with the fines.

The Meadows received the lighter of the two fines, only $30,000 for three separate incidents. One of the incidents involved a three year old that was on the gaming floor with his stepmother. The child was not gambling, but the regulations state that anyone underage cannot be on the casino floor.

Two security guards were the scapegoats for The Meadows, as both were fired. Neither The Meadows nor Rivers is new to being fined by the Gaming Board. The two casinos were both fined for the same offense just over a year ago. The board is hoping these fines do not become the norm, and they have vowed to get tougher if need be.

"The board takes underage individuals on the floor very seriously," said Gaming Board Spokesman Richard McGarvey. "They've been telling the casinos over the last year to address this and to expect the fines to continue to get higher if they don't."

The board then backed up that talk when they hit Rivers with the biggest fine ever for underage gambling in the state, $105,000. The gambling age in Pennsylvania is twenty-one, but in one incident, an eighteen year old woman gained a players club card.

The other incident at Rivers that led to the fine involved a fifteen year old boy. The boy played slots for around an hour at the casino before being kicked out. The boy went to the casino with his mother, and confessed to his age after a security guard pressed the issue. The boy was kicked out after the guard confiscated his winnings.
