State Of Kansas To Control Odds At Four Casinos

If anyone was ever afraid that organized crime figures were setting the odds heavily against a gambler, wait until individual states get their hands on casino software. That is about to happen in the state of Kansas.

In Kansas, the state will be the first in the nation that will own their own casinos. The first of these state-owned casinos will be opened in December in Dodge City, and patrons can expect that their odds of winning on the slot machines in the casino will be low.

Part of the advantage of owning a casino is that the owners will have the right to set the odds for the slot machines. Kansas officials will have full access to the software that sets the odds, and some people are concerned about that fact.

"While it would seem that there would be more regulation with the state setting the odds, I believe the opposite may be true," said observer Milton Frugar, "If the state gets in a bind financially, they have the ability to simply change the odds on the machines and make the machines pay out less to customers."

Already, education in the state of Kansas is hinging on the casino revenue. The state has relied on licensing fees at the four-state owned casinos to balance the budget. Once the casinos are build, the revenue will shift to supporting the education system.

"It will be interesting to see if when the school districts need a little more money to balance their budgets, that the odds of winning on a Kansas-owned slot machine goes down," said Frugar. Most likely, residents of Kansas will not care about the odds one way or another.

After years of having the state botch the casino licensing process, many residents of the state will just be happy when they can finally gamble in a casino. That is scheduled to occur in December, when the Dodge City casino is slated to open its doors, years after voters approved casinos in the state.
