The long, tedious process that has been the licensing of a developer in Sumner County, Kansas, may finally be close to concluding. On Wednesday, two developers were chosen as finalists for the right to build a state-owned casino in the county.

The Kansas Lottery Commission approved contracts with both Global Gaming and Peninsula Gaming Partners on Wednesday. The approval means that both contracts will now move along to the part of the process when zoning and local planning needs approval.

Peninsula Gaming is proposing a casino on the turnpike, near Mulvane. Global Gaming is offering a casino at the Wellington exit of the turnpike. The two groups are both confident that their proposal will be chosen by the Lottery Commission.

Once the Commission gives final approval, a seven member Lottery Gaming Facility Review Board will make the decision as to which proposal moves forward. The arrival of the casino has been anticipated by Sumner County residents since 2007.

In the past few years, Kansas has had a hard time with developers keeping their agreements with the state. Before the economic recession hit the US, all four approved zones for casinos had developers in Kansas. When the recession came to fruition, three of the four developers backed out of their deals. The process has started and stopped several times since then.

One group that pulled out of the running for the Sumner casino was Harrah's Entertainment. The group did not give a reason for pulling their proposal for a casino near Mulvane. Harrah's has recently entered the online gambling industry, although that is not considered to be a factor in their decision to withdraw their proposal.
