Governor Steve Beshear proved last year that he could be persistent when he lost an Appeals Court ruling involving online gambling domain names. Beshear and the state of Kentucky appealed the ruling to the state Supreme Court.

Now, Beshear is again showing that feistiness, but this time he is on the side of gambling. Beshear made one final plea to lawmakers on Thursday to reconsider his budget proposal that included expanded gambling at state racetracks.

Legislators have scoffed at the idea for several months, and it is unlikely that Beshear's insistence will win out. Beshear is pushing for video lottery terminals at state racetracks that would bring the state millions of dollars in revenue.

The racetracks in Kentucky are in a tough financial position. Without the added revenue from video gambling machines, some of the tracks may not survive. They are facing increased competition, and their competition in some areas have slot gambling.

House Speaker Greg Stumbo does not believe there is any realistic chance that members of his chamber will support the gambling proposal. Beshear has been pushing for the expanded gambling for the better part of the past year.

The timing of Beshear's attempt may be the problem this time around. The legislative session is into its final stages and lawmakers appear unwilling to take up a gambling issue that could need many months to figure out.
