Goodlatte and Leach Merge Internet Gambling Legislation
U.S. Representatives Bob Goodlatte (R-Virginia) and Jim Leach (R-Iowa) have combined legislation that would crack down on Internet gambling into one bill that they expect to debate on the House floor next week.
The gambling law bill is named the Internet Gambling Prohibition and Enforcement Act, the bill would amend the Interstate Wire Act, which prohibits gambling over telephone wires, to specifically ban gambling over the Internet and through other new technologies; enhance criminal penalties for gambling business that settle Internet wagers with financial instruments like credit cards, checks, or fund transfers; and require payment systems to establish procedures for blocking such transactions.
The bill includes an exemption for betting on horse racing.
