New legislation has been introduced that would force Gov. George E. Pataki and the Seneca Nation of Indians to enter into a new Nation-State Gaming Compact that would exclude the city of Buffalo.

Assemblyman Sam Hoyt, D-Buffalo, introduced bill A.11716 because he said he and other state officials were "victims of a fraud," believing the Seneca Nation wished to build a casino meant to bring money in when in fact their filings with the Securities Exchange Commission implied otherwise.

"The Seneca Nation has continuously misled elected officials about their intent in building a casino in downtown Buffalo," Hoyt said.

The Seneca Nation's filings with the commission, according to Hoyt, indicated the new casino in downtown Buffalo would only draw money from the local economy and therefore not bring new money into the area.

When the original compact was signed, Hoyt said lawmakers were told it would be a "magnet for new economic activity and development" meant to target people from other areas and bring money into the local Buffalo market.

But according to the official justification for the bill, "The Seneca Nation has demonstrated a pattern of pervasive deception and consistent misinformation."
