Missouri Gambling Legislation Would Limit Power Of Regulators

The Missouri Gaming Commission made an unpopular move last month when they started the process of stripping the President Casino in St. Louis of its gaming license. That decision has moved lawmakers to consider taking away some of the Commission's power.
St. Louis Mayor Francis Slay testified on Monday to the harm that could come if gaming regulators have the power to pull licenses based on performance. The President Casino has been struggling, and the Commission would prefer to take the license and give it to a developer to open another casino.
The tough part of the situation for regulators in that President is owned by Pinnacle Entertainment. That is the same developer that owns another casino is St. Louis, making some believe they should have received the benefit of the doubt from regulators.
Instead, the developer and the regulators fought continuously over the President facility. Pinnacle wanted to replace the riverboat where the casino was located, but the Commission did not allow the change.
Slay was speaking Monday mainly for the residents of St. Louis that he represents. If the President closes down, jobs would be lost and revenue for the city would be cut. Those are two areas where St. Louis cannot afford deficiencies after the economic recession.
If the legislation on the table is approved by lawmakers, the Commission would no longer have the authority to revoke licenses because of declining revenue. The regulators, however, are concerned that the Commission would have its hand tied if they did not have the right to pull licenses.
