The Pennsylvania House was supposed to wrap this table game gambling issue up quickly this week. The plan was to discuss the Bill on Tuesday, and possibly have a vote on Wednesday to pass the legislation.
Instead, there will be more time needed to gather enough votes to pass the measure. Democratic leaders were scurrying to gather the necessary amount of votes, and that will not happen by Wednesday, so the vote has been delayed.
Not only is there a delay, but lawmakers have started to reorganize the existing Bill. There was a provision in the original legislation that would have called for two additional casino licenses. That is now being taken out of the Bill.
The House is only the first stop for the new law. It must also pass the Senate before becoming law, but lawmakers understand that there is a pressing need to get the legislation passed as soon as possible.
The legislature in the state is already under pressure from Governor Ed Rendell to move quickly on the legislation. Rendell has made several remarks indicating that he is not happy with the pace with which the legislators are working to resolve the issue.
In the meantime, with every passing day that the legislation is not complete, there are more shortcomings for the state budget. The table game gambling revenue has already been written into the new budget earlier this year.
Pennsylvania has been as pro-active as any state in the US when it comes to gambling expansion in the past couple of years. Pittsburgh has received a new casino, and Philadelphia will be receiving one in the next couple of years. The Pennsylvania effort is another reason why revenue has declined at Atlantic City casinos.
