Pennsylvania lawmakers made a decision earlier this year to include millions of dollars from table game gambling at state casinos in their new budget. The only problem with that is table games are currently illegal in Pennsylvania.

The lawmakers were on track to legalize the games at state casinos, so they added the revenue into the budget. Now, several months later, those same lawmakers cannot come to an agreement on how to legalize table games.

On Thursday, talks broke down with many lawmakers pointing the finger at the other side. There has been no agreement, and the scheduled vote to legalize table games has been shelved for the time being.

It is state universities that are feeling the effects from the lawmakers delay. Millions of dollars that already should have been allocated to state universities has been left on the table, and any further delay could cause severe financial restrictions.

"So far, we're about $150 million behind and we've been dipping into reserves," said Penn State Spokeswoman Lisa Powers, as reported by The Associated Press, "And every day we do that, it costs Penn State's students and their families."

Democrats in Pennsylvania are in favor of the new table game legislation that was unveiled on Monday. Republicans, however, do not find the Bill acceptable, and it has caused squabbling all week. On Thursday, talks broke down between members of the two parties.
