Beshear Proposal Calls For Massive Casino Gambling in Kentucky

Governor Steve Beshear is rolling out the red carpet for casino gambling. He released his proposal of legislation that would allow voters to create constitutional amendments to allow limited gambling expansion.

The word limited, however, might be the wrong word to use. His plan is calling for massive gambling within the state. He has proposed that up to twelve establishments be allowed to have gambling licenses.

Among the establishments that would be able to have the licenses, seven of the licenses would go to horse racing tracks. The other five would be available for free standing gambling facilities.

"Public opinion research shows that more than 80 percent of Kentucky voters want the right to vote on this issue. It's past time we acted on that demand and be responsive to the people," said Beshear.

Of course, the main reason Beshear is making this proposal is not the people of Kentucky, and their need to be heard. The political reason is money. It is estimated that if passed, the 2009 fiscal year could see an increase of $500 million. That figure involves all of the license fees that would be paid to the state.

It has also been estimated that $482 million would be generated in 2010, from both licensing fees and gaming taxes. The Governor also laid out a plan for how the gambling would be operating should legislation be passed to allow it.
